NOW THEREFORE BE IT RESOLVED, by City Council of Portland, the City hereby adopts the recommendations contained within the Tacoma Main Street Plan (Exhibit A),* andīE IT FURTHER RESOLVED, that the recommendations are non-binding policy. WHEREAS, the project recommendations are endorsed by the Tacoma Main Street Plan Citizens Advisory Committee and the Sellwood Moreland (SMILE) Neighborhood Association, and WHEREAS, the project also recommends new streetscape design guidelines for the sidewalk area to ensure it meets the design goals for main streets and speed bumps on the adjacent side streets to protect neighborhood livability and WHEREAS, the project recommends reallocating existing right-of-way space to provide for more permanent on-street parking and pedestrian crossing amenities to support commercial and residential development and WHEREAS, after evaluating a range of alternatives against the projects objective's to support neighborhood oriented commercial and residential development, improve the pedestrian environment and protect neighborhood livability, and the results of two open house events and WHEREAS, the Tacoma Main Street Plan was developed with a citizens advisory committee made up of local residents, business owners and members of the Sellwood-Moreland Neighborhood Association and WHEREAS, in 2000 the Office of Transportation received a Transportation and Growth Management grant from the State to develop a multi-modal transportation plan that supports regional and local land use objectives for Tacoma Street and WHEREAS, the South Willamette River Crossing Study also directs that regional travel demand that currently uses the Sellwood Bridge and Tacoma Street to be accommodated through improvements to the regional transportation system that surrounds the Sellwood Bridge and Tacoma Street and WHEREAS, in 1999 the adopted South Willamette River Crossing Study established regional policy which reinforces the main street land use objectives of Tacoma Street and directs that improvements to the Sellwood Bridge and Tacoma Street support these land use policy objectives and WHEREAS, in 1998 the adopted Sellwood-Moreland Neighborhood Plan directed the Office of Transportation to improve the commercial and residential environment on Tacoma Street and reduce the impacts of traffic on neighborhood livability and Canyon Road East – 208th St E to 200th St E (CRP 5764) An extension of Canyon Road East from 200th Street East to 208th Street East is advancing! The project’s goal is to improve connectivity for motorists.WHEREAS, in 1995 the adopted McLoughlin Neighborhoods Plan Status Report and Implementation Strategy directed the Office of Transportation to develop a plan for Tacoma Street to address the impacts of traffic on neighborhood livability and. Construction on this project is complete. Canyon Road East – 99th St Court E to 84th St E (CRP 5726) This safety and congestion-relief project includes road improvements, a new traffic signal system, improved street lighting, and stormwater management updates.Canyon Road East from 400' North of 84th Street East to 72nd Street East (CRP 5736) This improvements project has been identified as a County Council priority and will enhance safety and relieve traffic congestion.It is currently in early preliminary design. Canyon Road East – 72nd St E to Pioneer Way E (CRP 5903) This project will link future road projects to the north and south, supporting the county’s goal of improving our network of roads.Four other county road projects within the Canyon Road corridor are also in the works.
